My client a leading international contractor has an urgent requirement for a HSE Manager for a large building project in Riyadh.

Education & Experience:
- NEBOSH IGC/ or equivalent (NVQ Level 3, OSHA OTI 510 30, etc.)
- S. in Engineering or HSE-related field OR Equivalent:
- NVQ Level 6 in HSE Field (NEBOSH Diploma or equivalent two-year College Diploma in HSE related field)
- Minimum 15 Years of HSE Experience
- Must have excellent technical-writing skills; experience in writing HSE Plans & procedures
Job Description
- Lead the HSE-Team and guide the Project Management to ensure that all HSE Management System requirements are fully understood and effectively implemented.
- Address significant HSE Concerns and Major Risks which need urgent actions, recommend solutions, and team up with the Project Management to eliminate risks and resolve safety challenges.
- Prepare and submit HSE Reports e.g., "Weekly HSE Statistics Report", Weekly HSE Training Report", "Weekly Environmental Report", "Trend Analysis Report", "Monthly Inspection Reports", and "Camp Monthly Report" to Project Management, Corporate Office, and Client. Document and maintain Records of all HSE Reports and Statistics.
- Conduct and attend regular and ad hoc Meetings with the Client, Project Management, Local Authorities, Site Supervisors, Safety-Officers and Subcontractors to discuss HSE issues and update parties of the overall Safety Performance, HSE Statistics, Trend-Analysis and plans to improve.
- Revise and modify the Company's HSE Plan & Procedures in order to develop project specific HSE Plan & Procedures which suit the project context and scope of work, and which comply with the requirements of Clients and Local Authorities.
- Review and revise HSE Plans & Procedures continuously and post incidents and/or events for continual improvement and to incorporate lessons learned into the Company's HSE Management System.
- Overlook the HSE-Training Program; identify training-needs, design effective HSE-Training Courses and evaluate the overall Training outcome.
- Report and investigate incidents and generate Incident-Investigation Reports using a recognized Investigation techniques to identify Root Causes of incidents and recommend Preventive Actions. Coordinate with Project Management and Construction Crews to ensure effective Rectification Process and that all corrective actions are properly implemented.
- Carry out proper Case-Management to ensure that all incidents and injuries are classified correctly based on the Company Procedures, Client Requirements, Local Regulations and International Standards especially OSHA 1904.
- Monitor and Supervise Subcontractors; conduct regular Internal HSE Audits and Inspections over Subcontractors and suppliers to ensure that they comply with all requirements of the HSE Management System. Integrate Subcontractors into all Practices of the company's HSE Programs such as HE Training, PTW System, Meetings, and Walkthroughs.
- Supervise Safety-Officers and HSE Team including Medical Staff; conduct daily and weekly meetings with the HSE Team to coach and assist them complete their assignments successfully.
- Monitor and supervise all Construction Activities and Workers to ensure effective implementation of Safety Requirements, e.g., PTW System, Risk Assessment, Job-Safety Analysis, Pre-Start Safety Talk, TBT, HSE Training & Induction, Safety Walkthroughs, Safety Meetings, Lifting Operations, Excavations, Welding, Traffic Management, etc.
- Develop, prepare, and implement Emergency Response & Crisis Management Plan that suits project circumstances, activities, and potential emergencies. Arrange and supervise Emergency Drills and ensure adequate Emergency Preparedness, e.g., fire Control Measures, Alarm Systems, First Aid Facilities, Safe Accesses, Emergency Exists, etc.
- Conducted Periodic Trend Analysis of hazards & unsafe conditions to identify trends-type risks, propose solutions, and rectify hazards in coordination with Project management and Construction Crews.
- Review and analyze Hazard-Identification Reports submitted by Safety-Officers and Construction Crews and follow up to rectify pending hazards on site.
- Carry out/ supervise Periodic Inspections on Tools & Equipment, Lifting Gear, Machinery & Heavy-Duty Vehicles, PPEs & Harnesses, Scaffolding & Elevated Platforms, Gas-Monitoring Devices, SCBA, Air Cascade Systems, Fire Extinguishers, Clinics & First-Aid Facilities, PMV, Fab Shops, TSF, Camp, Mess Halls and all other Site and Project facilities.
- Plan and carry out "Incentive Scheme/ Program" to motivate those who demonstrate good commitment to "Safety" and implement "Disciplinary Policy" toward those who violate Safety Procedures & Policies.
