My client a leading contractor in the GCC has an urgent requirement for a Technical Expert in the Oil & Gas construction sector to join their team in Saudi Arabia. The succesful candidate should be from a strong Mechanical/Fabrication background and have vast experience in the construction Petrochemical/LNG refineries and pipelines in the region.
About the Role:
The Technical Expert will serve as a critical liaison and advisor, bridging the gap between the EPC contractor team and the subcontractor construction team. This role focuses on optimizing construction execution on site by leveraging extensive industry expertise. The expert will build strong, credible partnerships with both the Client and EPC Contractor, providing strategic guidance on risk mitigation and opportunity realization to enhance project delivery in terms of simplicity, schedule, quality, safety, and budget. This position requires proactive engagement with all project stakeholders to streamline designs, maximize offsite fabrication, improve constructability and productivity, and optimize costs, while incorporating lessons learned from previous projects.
The Technical Expert will also act as the technical representative to project and senior management, actively contributing to project execution in close coordination with the Construction Project Director.
Qualifications and Experience:
- Engineering degree from a recognized institution. (preferably Mechanical or Metallurgy)
- Minimum 20-25 years of experience in the Oil & Gas industry, with a focus on project execution in senior roles.
Principal Duties:
- Provide corporate oversight on major Oil & Gas projects, conducting hands-on reviews of project operations and ensuring senior management is informed of all critical developments and improvement initiatives.
- Proactively interface and cultivate strong relationships with all project stakeholders, ensuring the project team is consistently updated on critical project matters and their status.
- Develop and communicate recommendations for improvements to the EPC execution strategy and construction methodologies to achieve successful project delivery.
- Serve as the primary point of contact between the Client and EPC Contractor on matters requiring mutual agreement or coordination.
- Oversee the EP (Engineering and Procurement) performance of the EPC Contractor, ensuring engineering deliverables and permanent materials align with the project EPC schedule, and continuously monitor EP risks and proposed mitigation measures.
- Act as the primary interface with the EPC Contractor on all issues raised by the construction team and subcontractors/vendors, including technical queries, clarifications, and concession requests.
- Participate in HSSE and 3D Model workshops to enhance constructability, reduce costs, shorten cycle times, improve serviceability, and increase throughput and quality.
- Lead the constructability program during the EP stage.
- Participate in interface meetings with third-party entities and major material and equipment suppliers, contributing to expediting efforts, technical reviews, and audits.
- Maintain awareness of the EPC's high-level goals and initiatives for project execution, and participate in progress follow-up and project status review meetings with the Client and EPC Contractor.
